James A Whetmore designed this Beaux Arts style structure in 1928. It is five stories tall, has an unusually tall base and steel-framed limestone cladding. It occupies an entire city block, which was finally purchased after ten years of negotiations. Unlike other riverfront buildings, the Courthouse frontage is situated along East Walnut Street.
